Permit Application Process
Outagamie County has an online permitting system. This is being used for all County departments, including Highway, Land Conservation, Planning and Zoning. the system will allow users to submit applications, pay online and be kept up to date on where the permit is in the process.
All permit applications will be submitted on line. All users will need to create an account before applying for a permit and are subject to conditions available by permit type below:

Applications will be processed upon submission of all required information including payment. Please note that payments made through this portal will be assessed a convenience fee based on the total amount due.
A permit is required to work in the County Trunk Highway (Lettered Highways) right of way.
The permitted work may consist of, but is not limited to:
- Excavating
- Placing fill materials
- Grading
- Accesses (new, change of use, relocating, etc.)
- Paving
- Boring under a highway
- Installing an overhead line
- Blocking and detouring traffic (Parades, runs, walks, special events)
A permit must be obtained from the Outagamie County Highway Department prior to the start of any work, and a copy of the permit (either paper or electronic) must be at the work-site at all times.

Work zone requirements
Effective January 2020, Outagamie County Highway Department implemented the following work zone requirements for utility and other ROW permits on all CTHs as a means of increasing worker safety and striving for consistent applications:
- Standards for cones, drums and other temporary traffic control devices. These are in a new Work Zone Field Manual, which will also be available in hardcopy later this year.
- Temporary portable rumble strips for use on all flagging operations. See standard detail drawing 15c12.

WisDOT has a number of online training courses available through its LearnCenter for use by anyone interested in learning about work zone operations.
