Utility Permits
Utility permits are required to construct, operate or maintain a utility facility on county trunk highway (CTH) right-of-way. This includes, but is not limited to:
- Gas/oil
- Electric
- Telecommunications, including CATV
- Cellular
- Fiber optics
- Water, including permanent irrigation lines
- Storm sewers not related to highway drainage
- Sanitary sewers, including permanent animal waste pipes
- Private facilities (non-public use/ownership)

Outagamie County has an online permitting system. This is being used for all County departments, including Highway, Land Conservation, Planning and Zoning. The system will allow users to submit applications, pay online and be kept up to date on where the permit is in the process.
All permit applications will be submitted on line. All users will need to create an account before applying for a permit and are subject to conditions available by permit type below:
