Special Events Permits
Special Events Permits are required for events such as parades, run/walk/bike event, or any other activity within the highway right-of-way. This includes closing to the public sidewalks, shoulders or lanes of traffic for special event use.
Permit Conditions
GENERAL LEGAL REQUIREMENTS FOR ALL PERMITS
- The applicant, his successors, or assignees agrees to indemnify and hold harmless Outagamie County, its employees and representatives against any and all liability, losses, damages, or expenses sustained by reason or exercise of this permit.
- The proposed construction and the exercise of this permit shall conform to the requirements of the statutes of the State of Wisconsin and to any regulations imposed by any legally constituted body having jurisdiction.
- The Highway Department reserves the right to make changes, additions, and relocations within statutory limits of the highway right-of-way as may be considered necessary to permit the relocation, reconstruction, widening and/or maintaining of the highway, or to provide proper protection to life and property on the highway.
- The cost of installing and maintaining the permitted facility shall be borne by the applicant. Any changes, future or present, necessitated by improvements or alterations in the highway right-of-way shall be performed at the sole expense of the applicant.
- If the applicant subcontracts any part of the work under this permit, it will be the responsibility of the contractor to obtain a Construction Permit and to have on file with the Highway Department a current and valid Certificate of Insurance.
GENERAL CONSTRUCTION REQUIREMENTS FOR ALL PERMITS
- Any highway surfaces, slopes, shoulders, ditches, and vegetation disturbed shall be restored.
- The permitted work shall be made without danger to, or interference with, traffic using the county trunk highway system.
- Traffic control warning signs, devices, and methods shall be in place and operational prior to commencing permitted works within the limits of the highway right-of-way.
- Warning signs and devices shall conform to the requirements of the Wisconsin Manual on Uniform Traffic Control Devices (MUTCD), current edition.
- The permitted work shall be carried out in a manner satisfactory to the Outagamie County Highway Commissioner or his representative.
REQUIREMENTS FOR PARADES AND SPECIAL EVENTS
- The permitted work shall be made without danger to, or interference with, traffic using the county trunk highway system.
- Warning signs and devices that are required shall conform to the requirements of the Wisconsin Manual on Uniform Traffic Control Devices (MUTCD), current edition.
- The applicant agency shall be fully insured for a minimum of $500,000 for protection against any accident, damage, or any other claim that may arise as a result of the use of highway right-of-way for this event, and shall have on file with the Highway Department a current and valid Certificate of Insurance.
- Any highway surfaces, slopes, shoulders, ditches and vegetation disturbed shall be restored.

All permits have restrictions, which include the information preprinted and filled-in on the application along with any conditions, covenants, supplemental provisions, superimposed notes, and detail drawings added by Outagamie County. The applicant shall be responsible for complying with these restrictions. It is further understood that approval is subject to applicant’s full compliance with relevant state statutes, County ordinances, and administrative rules, plus any laws, codes, rules, regulations, ordinances and permit requirements of other jurisdictional agencies.
